Eco-sense, together with partner NGOs, is conducting research on waste projects supported by EBRD investments in the period 2000-2006. We are specifically interested in the private sector's involvement in these projects. We are also investigating the exact amount of EBRD investment going into recycling, separation and prevention of solid waste.
From your website we were not able learn all that we require, but we were able to see that there are few projects classified as “Private”. However, we expect that most of the “Public” ones have a private component, as companies are contracted for construction works, procurement, etc.
With this request we would like you to provide us with detailed answers to the questions under the following projects:
- Municipal Environmental Loan Facility (MELF) Romania
The PSD mentions solid waste management sectors in several municipalities. What exactly has been financed with the EBRD investment in the solid waste management and in which municipalities? Please provide exact amounts of investment in specific activities.
- St Petersburg Toxic Waste Emergency Clean-Up Programme Russia
We are interested to know which company won the contract for upgrading the hazardous waste disposal site in Krasny Bor and the value of the total contract and EBRD contribution. Also, please provide us with details on the activities for improving the institutional framework for hazardous waste management.
- Wroclaw Multi-Sector Municipal Infrastructure Project and Wroclaw Municipal Infrastructure Flood Damage Repair in Poland
Could you please provide us with the information which company was contracted to rehabilitate the existing solid waste landfill at Maslice in each of the projects and to construct a new landfill in the first project? How much exactly are the costs for the rehabilitation and construction of the new landfill (please provide separate amounts)?
- Nasice Cement Croatia
The PSD mentions support of Nasicecement participation in the consolidation/privatisation of cement and related businesses in both Croatia and the Balkan region. What is the outcome of this support? Have there been new planned privatisations of cement and other businesses by Nasicecement where EBRD has taken part?
- St Petersburg Northern Waste Water Treatment Plant Incinerator, Russia
Which was the company contracted to construct the incinerator?
How much of the EBRD investment was put for the construction of the incinerator only?
- ZGOS - Zagreb Solid Waste Programme, Croatia
Which was the company contracted for the construction works?
- Arges Country Regional Solid Waste Project, Romania
How much investment was put in the regional landfill and solid waste collection facilities (please provide separate amounts). Which was the company that was contracted for this purpose?
Which was the company that got the concession to manage the landfill and waste collection services?
- Bacau Solid Waste Management Project, Romania
How much of the total EBRD investment was actually used for the recycling and composting component of this project? What consultants were contracted within the project and which was the company that was concessioned to manage the collection and landfill operations?
- Solid Waste Regional Landfill (Cacak / Uzice), Serbia
What is the status of this project within the EBRD?
In addition we notice that the EBRD has financed comparatively few waste management projects, compared to other sectors. Could you please give your opinion on the reasons for this?
